Dr. Tallis was born in Wales, and lived briefly in both England and Canada before moving to Louisiana when he was nine years old. He grew up on the north shore of Lake Ponchatrain, in the Mandeville-Covington area, and graduated from St. Paul's High School. While attending LSU in Baton Rouge, he met his future wife, Alice Taylor of Natchitoches, Louisiana. After graduating from the LSU School of Dentistry in New Orleans, Dr. Tallis completed a two-year general practice residency at Charity Hospital. He has been in private practice in Baton Rouge since 1991.

Dr. Tallis and his wife have two children, Geoffrey and Audrey. Away from the office, he enjoys gardening, photography, and home improvement projects. Ten years of LSU education means that supporting the Tigers is also a priority. He is a member of the American Dental Association and the Louisiana Dental Association.
